On November 18, 2014, Joseph Testa, Tax Commissioner of the Ohio Department of Taxation, released this announcement regarding an electronic filing requirement change:
Effective January 1, 2015, employers are "required to file and remit payment for state and school district income tax withholding returns using the Ohio Business Gateway."
Ohio Business Gateway is an online tool for e-filings, payments, and "all things business" in Ohio. You can register or log-in by visiting http://business.ohio.gov/efiling/transactions/withholding.
